The government’s current strategy to combat waste crime has been deemed insufficient by a prominent member of the House of Lords. Baroness Shas Sheehan, who chairs the Environment and Climate Change Committee, recently expressed her concerns directly to Environment Secretary Emma Reynolds after witnessing an alarming incident of illegal dumping in Oxfordshire.
Sheehan's disquiet stems from a significant pile of trash that has appeared in a field, stretching approximately 150 meters (about 490 feet) long and soaring to 6 meters (roughly 20 feet) high. This massive heap of waste is situated between the River Cherwell and the A34 highway near Kidlington. Following her visit to the site, she remarked on the shocking scale of the debris, emphasizing her solidarity with the local community regarding the potential harm to the River Cherwell.
Despite assurances that cleanup efforts would begin soon, Sheehan observed no signs of remediation taking place during her visit, leading her to voice disappointment in the government’s response. "Whatever actions they are undertaking are clearly ineffective," she stated candidly.
Furthermore, she indicated that the Environment Agency (EA) had prior knowledge of this illegal dumping site during their testimony for a separate inquiry but failed to mention it. "It raises questions about transparency in their reporting. I would have appreciated more openness regarding the extent of illegal waste sites across the country during our investigation," she noted.
In a proactive move, Baroness Sheehan has invited the secretary of state to testify before the inquiry to elaborate on the government's strategies aimed at mitigating waste crime, which has become a pressing issue.
In response to these criticisms, the Environment Agency has characterized some of the allegations as "inaccurate." A spokesperson for the agency highlighted their commitment to engaging with the inquiry and providing thorough answers to the committee's inquiries. They stressed that their evidence addressed a request to identify illegal dump sites of comparable size to the notorious Hoads Wood in Kent, acknowledging awareness of six other illegal waste sites that match or exceed its dimensions.
The agency clarified that while it recognized additional sites reported in the media, these did not meet the defined criteria for comparison. Additionally, they confirmed preparations are underway to clear the Kidlington site, citing an "exceptional decision" made after consultation with fire and rescue services, indicating that the public safety risks associated with this site are significantly greater than those at other illegal dumps throughout England.
Philip Duffy, the chief executive of the EA, reiterated their ongoing collaboration with local partners to manage the cleanup effectively, emphasizing that while they believe criminal offenders should bear the costs of waste removal, the agency retains the authority to act in extraordinary circumstances.
